Certificate holder

The person or organization identified to receive or rely on a certificate of insurance; being listed does not by itself create policy coverage.

A certificate holder is the party shown on a certificate of insurance as the recipient or interested party. In construction, contracting, leasing, and permit workflows, this is often the general contractor, property owner, lender, or government entity asking for evidence of coverage.

Certificate-holder status is different from insured status. Texas insurance guidance makes clear that certificate wording cannot create an additional-insured or waiver right that the underlying policy does not contain. The policy and endorsements control.
