Domestic/household worker exclusion
A state-law exclusion or threshold that can remove certain household employment from mandatory workers' compensation coverage.
Coverage of nannies, housekeepers, caregivers, gardeners, and other household workers varies substantially by state. Some jurisdictions exclude domestic workers unless coverage is elected; others impose hour, wage, or type-of-work thresholds.
Pennsylvania lists domestic workers who have not elected into the Act among its exclusions. New York publishes separate household rules and does not treat every kind of casual household work the same. The worker's duties, schedule, and state rule matter.
