RENEWAL &
EFFECTIVE DATES
An owner exemption is not “file once and forget.” Some states issue a fixed-term certificate, some tie the election to the policy period, and some leave it in place until it is revoked or the facts change. This table lines up when each state's process takes effect, how long it lasts, and what renewal or update actually looks like — plus the one state-specific detail most likely to make someone rely on the wrong document.
This is a static comparison for research. It does not track your dates or send alerts. Construction and non-construction rules can differ inside the same state, and an event — hiring, an ownership change, an entity conversion — can force a review before any listed renewal date.

| State | Takes effect | Duration | To renew / update | Watch out for |
|---|---|---|---|---|
| Alabama | Statutory/policy treatment; no state filing date | Until revoked or status/policy changes | No state renewal filing | Alabama no longer accepts the former WC-14/WC-15 owner forms. |
| Alaska | Statutory exclusion; elective inclusion follows policy | Policy period / until changed | No state exemption renewal | The former executive-officer waiver program was repealed; do not look for a current waiver certificate. |
| Arizona | Carrier endorsement when elective coverage is used | Policy/endorsement period | Review at policy or ownership change | The sole-proprietor/independent-contractor statement is not a universal owner exemption certificate. |
| Arkansas | On AWCC issuance of the Certificate of Non-Coverage | Until the issued certificate expires | Refile before the certificate expiration shown by AWCC | Form AR-A does not cover hired employees, and AWCC says corporate-officer exclusions are handled through the carrier. |
| California | When CSLB accepts and records Form 32 | While the no-employee license exemption remains valid | Update CSLB when employees are hired or eligibility changes | CSLB Form 32 is separate from Labor Code §3352 carrier waivers, and some contractor classifications cannot use the ordinary no-employee exemption. |
| Colorado | Day after insurer/Division receives the rejection | Until revoked or the relevant policy ends | No periodic refiling; revoke or update in writing | An owner rejection is personal; it does not remove the company’s duty to cover employees. |
| Connecticut | On WCC filing/date stamp | Until revoked or election facts change | Use the applicable coverage-election form to revoke/update | Form 6B, 6B-1 and Form 75 cover different owner categories; building-permit proof forms are separate. |
| Delaware | After insurer/agent receives the written election, implemented through policy mechanics | Policy election until changed at a permitted inception/renewal | No state refiling; change through carrier at permitted policy point | Delaware Form C is a recommended election record, not a state-issued exemption certificate. |
| District of Columbia | No filing date for sole-proprietor exclusion; employee coverage begins when covered employees start work | No owner-exemption term for sole proprietor | No owner-exemption renewal; re-check after entity/employee/permit changes | D.C. DOES says sole proprietors are not covered, while employers with one or more employees must cover employees. Construction-permit proof is separate. |
| Florida | On Division issuance or 30 days after receipt, subject to statute | 2 years | File a renewal application before expiration | Construction and non-construction have different eligibility and fee rules; the exemption is issued to the individual, not the business. |
| Georgia | On filing with insurer, or Board in the no-insurer route | Until revoked/superseded | File a later WC-10 when the election changes | Excluded officers/LLC members still count toward Georgia’s employee threshold. |
| Hawaii | Statutory owner treatment; no owner filing date | While statutory facts remain true | No owner-form renewal | Hawaii uses statutory owner exclusions rather than a universal exemption certificate. |
| Idaho | On the elective-coverage date reflected in the filing/policy | Until revoked or policy election changes | Update/cancel through IC-52/carrier process | IC-52 elects coverage for otherwise exempt owners; it is not an exemption waiver. IC-53 is a separate family-member form. |
| Illinois | For qualifying officers, on carrier receipt of withdrawal notice | Policy/election period | No state owner-form renewal | IWCC does not publish a universal owner opt-out form; the carrier notice controls qualifying officer withdrawal. |
| Indiana | When WCB stamps/approves WCE-1 | 1 year | Reapply annually | WCE-1 is not valid without the Board stamp and does not replace coverage for employees. |
| Iowa | On policy attachment or completion of the no-policy WCD filing | Until terminated | No periodic renewal; terminate through WCD/carrier procedure | Nonelection applies to proprietors/LLC/LLP/partners; corporate officers use the separate rejection process. A termination has a one-week injury/disease timing rule. |
| Kansas | Per the OSCAR election and applicable coverage record | Until the applicable election is changed/terminated | Update through OSCAR when coverage choice changes | KDOL requires electronic OSCAR filing but does not publish one universal effective-date or renewal formula for every election type. |
| Kentucky | When DWC receives the completed original Form 4 | Until withdrawn | Use Form 5 to withdraw/reverse the rejection | Form 4 is a corporate-officer rejection; owner-only partnership/LLC treatment follows separate rules. |
| Louisiana | Under written insurer/group-fund non-election and policy record | Until revoked or policy/status changes | No state certificate renewal | Louisiana does not issue a state owner exemption certificate; qualifying non-election is handled in writing with the insurer/group fund. |
| Maine | After Workers’ Compensation Board approval | Until revoked/rescinded | No periodic renewal; use the Board revocation process | WCB-2C is not valid until Board approval; revocation requires advance written notice. |
| Maryland | On acceptance/recording through the §9-206 exclusion workflow | Until eligibility/policy facts change | Review/refile after ownership, officer/member or policy changes | CompHub is the current exclusion workflow; sole proprietors and partners use different statutory personal-coverage rules. |
| Massachusetts | After DIA approval | Approved exemption with annual carrier confirmation | Confirm annually with carrier; file new Form 153 after specified status changes | Form 153 is limited to qualifying 25%+ corporate officers/directors and does not remove coverage for non-officer employees. |
| Michigan | When WDCA stamps/files WC-337 | Until exclusion facts change; no fixed interval published | Refile/review when owner-only eligibility or Agency requirements change | WC-337 is an owner-only exclusion route and is not valid unless stamped on file by the Agency. |
| Minnesota | Statutory exclusion or policy endorsement | While statutory/policy conditions remain met | No universal owner-form renewal | Minnesota owner treatment depends on entity, ownership and payroll facts; construction has separate current requirements. |
| Mississippi | Written owner-removal action/policy record; no state form date | Until written election/status changes | No universal owner-form renewal | Current reviewed statute names sole proprietors, partners and qualifying corporate stock owners; do not infer an LLC-member rule. |
| Missouri | On Division filing for the applicable corporate election | Until withdrawn | Withdraw the election; withdrawal generally takes effect after the statutory waiting period | Missouri has different rules for construction, LLC members and narrow owner-employee corporation paths. |
| Montana | On DLI approval/issuance of ICEC | 2 years | Renew ICEC before expiration | ICEC proves qualifying independent-contractor status; it is not a blanket owner waiver for a company or its employees. |
| Nebraska | On insurer receipt of the written election | Current and later policies with that insurer until terminated | No annual state filing; terminate in writing or when insurer changes | Nebraska’s 25%+ executive-officer rule is an exclusion by statute; several other owners use elective-in coverage instead. |
| Nevada | On the effective date reflected in election/rejection and policy filing | Until withdrawn, status changes, or superseded | Update through the applicable DIR/carrier filing | D-45 is an election of coverage for a sole proprietor, not an exemption certificate. |
| New Hampshire | On proper Department filing under Lab 306 | Until carrier or excluded roster/election changes | File a new 6WCex when carrier or excluded roster changes | The current exclusion is carrier/roster-specific rather than a permanent business-wide certificate. |
| New Jersey | Through the policy/endorsement | Policy period / until endorsement changes | Review at policy renewal or owner-status change | New Jersey does not use a general owner-exemption certificate for the common proprietor/partner/LLC-member treatment. |
| New Mexico | On WCA filing/acceptance of the applicable affirmative election | Until revoked | Use the WCA revocation form; current form provides a 30-day delay | Executive-owner and construction sole-proprietor elections are separate paths; personal exclusion does not necessarily remove the owner from headcount. |
| New York | On CE-200 issuance for the named government transaction | Transaction-specific | Obtain a new CE-200 for each separate qualifying license, permit or contract | CE-200 is not private proof of exemption for a GC/client; it is limited to the specific government transaction. |
| North Carolina | Through policy endorsement/insurer notice | Policy contract period for officer exclusion | Renew/update with the policy or owner election | Excluded corporate officers still count toward the three-employee threshold; sole proprietors/partners/LLC members use different treatment. |
| North Dakota | On WSI approval of elective-coverage application/contract | Until cancelled/changed under WSI contract | No exemption renewal; elective-only accounts may report payroll annually | Verification of Nonemployment is no-employee proof, not a permanent owner exemption certificate. |
| Ohio | Initial U-3 on successful submission/receipt; later elective coverage on BWC receipt | Renews each July for private state-fund policy/elective coverage | Cancel elective coverage in writing; otherwise it renews and premiums continue | The $120 charge is the initial U-3 policy application fee, not an exemption fee. U-3S adds/cancels elective owner coverage. |
| Oklahoma | Statutory owner exclusion; elective inclusion via policy/election | Policy/election period | No universal owner-form renewal | Do not confuse procurement affidavits with a private-sector owner exemption certificate. |
| Oregon | Statutory nonsubject status or policy election | While statutory/policy conditions remain met | No universal owner-form renewal | Direct construction work changes the treatment of some partners, LLC members and corporate officers. |
| Pennsylvania | On acceptance/endorsement of qualifying officer exclusion | Policy/exclusion period | Refile/update when policy or eligibility changes | Sole proprietors/general partners/member-only LLCs use different owner exclusions; LIBC-509/513 are corporate-officer forms. |
| Rhode Island | On DLT filing/acceptance of DWC-11 | Until rescinded or qualifying status changes | Use DWC-11R to rescind | DWC-11 carries a $50 filing fee; DWC-11-IC is a separate independent-contractor filing with its own annual rule. |
| South Carolina | No earlier than day after officer signs Form 5, subject to notice mechanics | Until revoked/superseded or policy/status change | No fixed annual renewal | Form 5 is specifically a corporate-officer rejection; do not extend it automatically to LLC members. |
| South Dakota | No universal owner filing date | No universal owner certificate duration | No universal owner-form renewal | South Dakota does not require every employer to carry workers’ compensation; the independent-contractor affidavit is classification proof, not a universal owner waiver. |
| Tennessee | On Bureau approval and Exemption Registry registration | 2 years | Renew within the registry; renewal becomes available 60 days before expiration | The registry is construction-specific and personal to the qualifying owner; it never covers employees or the entity. |
| Texas | Under policy endorsement or the separate non-subscriber reporting rule | Policy/reporting status | No owner-certificate renewal cycle | Texas is not a normal owner-exemption-certificate state; private employer non-subscription and insured-policy owner exclusions are different processes. |
| Utah | On Labor Commission approval/issuance | 1 year | Reapply for a new waiver before/at expiration | The WCCW waiver can be revoked if eligibility is lost during the one-year term; motor-carrier owner-operators have extra proof requirements. |
| Vermont | After Commissioner approval; no earlier than complete-application receipt | Until rescinded | No periodic renewal; rescind/update when roster changes | Approved Form 29 remains effective until rescinded. A corporation/LLC may exclude no more than four qualifying officers/members under this route. |
| Virginia | At the later statutory point tied to policy inception and rejection delivery/filing | Until revoked | Use Form 17A to revoke | Form 16A requires a valid policy and applies only to qualifying executive officers or elected/appointed LLC managers; it does not reject occupational-disease coverage. |
| Washington | 12:01 a.m. day after L&I receives application unless later date accepted | Until cancelled | Cancel under L&I elective-coverage procedure | F213-042-000 elects coverage for an otherwise excluded person; Washington owner exclusions arise from entity/management rules. |
| West Virginia | On OIC-assigned effective date after exemption review | Until exemption facts materially change; no universal term published | Reapply/reverify after material change or if OIC requires | The $25 application verifies a business-level statutory exemption; listing exempt owners alone does not entitle the employer to an exemption letter. |
| Wisconsin | On filing/acceptance of qualifying corporate officer option notice | Until rescinded or policy obtained | Rescind in writing or obtain policy when status changes | The corporate-officer option is narrow: it is not a general waiver for corporations with employees. |
| Wyoming | On DWS-approved effective date for elected coverage | Minimum eight calendar quarters for elected owner/officer coverage | Continue through minimum commitment; report officer/status changes | Wyoming classifies businesses as mandatory, optional or non-liable by activity; it does not use a simple employee-count test. |
